Turn off processing of MxD17A3 and MxD16A3 Products

Description	Processing and distribution of C6 Annual products: GNPP/NPP (MxD17A3) and Evapotranspiration (MxD16A3) has been discontinued. Annual products are estimated by accumulating the daily values. Daily values cannot be retrieved when there are gaps in the input LAI-FPAR product mainly due to cloud contamination. The annual product thus generated using the LAI-FAPR with data gap could have random bias. Work is in progress to generate science quality product using gap-filled LAI-FPAR. The 8-day composite products (MxD17A2 and MxD16A2 are still good, because these products are generated using one best LAI-FPAR observation the from the 8-day period.
